TERMS AND CONDITIONS

I. Payment
1. Full Payment of the total cost of laboratory services is required upon submission of the sample.
2. Payment in cash or in check is accepted.
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Please make check payment payable to the Department of Energy (DOE).
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Please pay to the Cashier of DOE.
4. Fifty percent discount of the total cost of laboratory services is given to student provided he/she will present referral letter addressed to Director of the energy and Testing Laboratory Services (ERTLS) duly signed by his/her School/ Institution. Representative. (Schedule of changes can be downloaded from DOE's website: www.doe.gov.ph)

II. Submission of Sample:
1. Sample to be submitted should be accompanied by completely and accurately filled-out Request for Laboratory Services (GRFTL-SF-1).
2. Sample size/weight and other requirements for routinary analysis:
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Coal - at least 1 Kilogram (approx.) w/ sample preparation; at least 250 grams (approx.) w/o sample preparation (Acceptable samples:-Sample Preparation: samples w/o oil, grease and plastics; Analysis: samples w/o plastics)
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Geothermal Waters - 1.5 - 2 Liters
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Petroleum Products and Biofuels 0 1 Liter
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Geological Sample/s - minimum of 3 x 3 inches and maximum of 6 x 6 inches dimension for whole rock sample/s and 50 grams for unconsolidated sample/s (acceptance of service request is subject to the type/quality/condition of sample/s submitted)
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Oil and Gas Samples/s - 1 Liter / 1 Kilogram (gas samples are subject to Analyst's approval);
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; LPG / Natural Gas - samples must adhere to ASTM D6849 requirement especially for composition and vapor pressure analyses.
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Crude Oil - 500 mL
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; NOTE: Sample size/weight depends on the test parameters requested.
3. Samples submitted beyond 3:00 pm will be considered received the next working day.

III. Testing of Sample:
1. Test Method: Laboratory shall provide testing services using the standard test method (Please refer to Table of Standard Test Methods).
2. Other samples:
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Coal Analysis - charcoal, animal manure, coal blended with corn cob and other additives
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Geological analysis - not applicable
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Oil and Gas analysis - geothermal gas, biogas or synthesis gas
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Petroleum analysis 0 pyrolysis oil, waste/slop oil and biofuels from other feedstocks
These types of sample will be analyzed by the Laboratory using the standard test method/s corresponding to the customer's test requirement/s.
3. Customer shall settle the total cost of laboratory services before commencement of analysis of sample. ERTLS maintains "no payment, no testing policy". Incase of no payment during submission of the sample/s such as gases and gaseous compound (where stability will be compromised), ERTLS may opt to analyze the sample/s and the test report will be released upon payment of the laboratory services.
4. Sample is generally analyzed on a "first-cine, first-served basis".
5. ERTLS maintains a tentative schedule for the completion of analytical tests, that is, within twelve working days upon receipt of sample depending on the workload of the laboratory. (refer to ERTLS-GRFTL Citizen's Charter)
6. upon the occurrence of any event such as force majeure or equipment breakdown, laboratory shall promptly inform the customer specifying the cause of delay or unavailability of service requested in accordance to GRFTL Communication Plan (GRFTL-QMS-18-CP).
7 . Witnessing/Observation during testing is allowed provided customer will inform ERTLS his/her intent upon submission of sample.

IV. Retrieval and Disposal of Remaining Sample:
1. Customer should inform ERTLS if he/she will retrieve remaining sample.
2. Upon reporting of analytical results, retained samples are stored in the Laboratory's storage facilities and discarded as follows:
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Coal/Geothermal Waters - after six (6) months
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Petroleum products - after one (1) month and after three (3) months with failed test result
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Geological Sample/s - after three (3) months
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#x2022; Oil and Gas Sample/s - after three (3) months; however, gas samples will be fully consumed after the analysis.

V. Test Report:
1. Laboratory reports and results are strictly confidential and will only be provided to the customer's name and address specified on the Request for Laboratory Services GRFTL-SF-1 submitted with the sample/s or as directed by the customer, in writing, to a different representative.
2. Laboratory test results obtained for other samples (listed in III-2) should not be compared with that of the results for coal, petroleum products (automotive and industrial diesel oil, bunker fuel oil, E-gasoline, kerosene, residual marine fuel and lubricants), biofuels (bioethanol and coconut methyl ester), oil and gas and LPG samples
